Whether flange leakage a pipe design criteria ???

There was a query from some corner that the existing pipe is not designed for low temperature(sub zero). The reason for sub zero is the flange leakage from a Ethylene line at high pressure.Is at a design criteria or as I understand that the design considers low temp due to process reasons inside the pipe???Like sudden venting as per design.Any input for such case ???
