Why cannot I mesh this part?

It seems its not able to automatically mesh at the corners, any ideas why that might be? Another way to do this?

Are those top and bottom edges surface partitions ? Are they all necessary (especially the free edges at the top) ?

They are surface partitions, the top ones I can try to remove, I only need the edge of every line. The bottom ones (third picture) I would prefer to keep. Do I simply have too many partitions? Are the partitions in the first picture the worst?

 

[FEA way]

First of all, make a cell partition separating those two blocks of different heights. Then remove the unnecessary partitions or use virtual topology if needed.
