Why can't I get PMI in drafting unless it's a UG template?

We are using NX8 and are implementing electrode design into our system. If I use the NX provided drawing template the PMI for dimensions automatically come in but if I try to create our own template I can't get them to show up. I've tried view style inherit tab, view preference inherit tab. We don't have a full blown PMI license but it doesn't seem to matter for the automatic. It's driving me crazy. Any help please?
