stanislasdz;
This expression was developed by the Japanese steel industry in the mid-1970's.

The P stands for parameter
cm refers to crack model

This crack parameter expression was developed to evaluate susceptibility to cracking of steels using an expression similar to the carbon equivalence equation. I have attached some references for your reading pleasure.
