Wich part of the AWS D.1.1. describes about butter procedures 1

I want to make a general butter procedure, Acc to AWS D.1.1.
wicht part of the AWS does refer to such a procedure.

I don't think a specific procedure exists in D1.1. What is your condition? "Buttering" can be used for resurfacing and correction of weld preps. The AWS term is probably "layering" or "build up", "buttering" is shop talk.

I have written procedures for repairing weld preps and/or decreasing root openings.

 
"buttering" is not a prequalified scenario. You will have to write a procedure and perform a welding procedure qualification in accordance with section 7. A WPS for buttering will be useless unless it is followed up with a WPQR (welding procedure qualification record).
 
buttering. A surfacing variation that deposits surfacing
metal on one or more surfaces to provide metallurgically
compatible weld metal for the subsequent completion
of the weld. See also buildup, cladding, and
hardfacing.

surfacing weld. A weld applied to a surface, as opposed
to making a joint, to obtain desired properties

The definitions provided above is taken from AWS A3.0-2001 which are AWS terms and definitions.

Surfacing welds can be used to correct the dimensions of a joints, such as when the root opening is excessive. The weld is deposited on the groove face to reduce the root opening to comply with the requirements of the applicable prequalified joint detail.

Provided the base metal is listed in AWS D1.1, a matching filler metal is selected from table 3.1, and the other conditions of prequalification are met, i.e., the use of preheat, weld profile requirements, etc. the procedure can be written to include or to address surfacing. It is more expedient to meet the requirements of prequalification when time is of essence because no testing is required.

If the base metal is not listed in table 3.1 or if a matching filler metal is not used or one or more conditions of prequalification cannot be met, the alternative is to qualify the procedure in accordance with clause 4 of AWS D1.1. An alternative to qualifying in accordance to D1.1 is to follow the requirements of AWS B2.1 provided the EOR or the customer agrees.

If there is a need to qualify the procedure in accordance to AWS D1.1, you can qualify the procedure using a standard V-groove to establish the mechanical properties. Once the procedure is qualified, it can be used for surfacing welds as described in D1.1 for the correction of root oopenings per clause 5.22.4 (AWS D1.1-2010).

Disagree with BRACEH; 'buttering' can be performed to a prequalified WPS, with the concurrence of the Inspector. Assumes base material, filler metal, welding process used all fully comply with WPS. All buttering is, are 'beads on plate'.

Note capital "I" on Inspector. This person is the one representing the Owner, not a fabricators CWI.
If you are buttering, there are underlying problems. These need to be discussed with the General Contractor, Inspector, and Engineer-of-Record.
 
"Buttering" or more correctly a "surfacing weld" can also serve as a transition layer for two materials that may not be compatible.

An example would be when a piece of carbon steel substrate has to be "clad" with type 316 austenitic stainless steel. It is more advantageous to deposit a layer of type 309 filler metal directly onto the carbon steel and then deposit the type 316 over the 309 to obtain more favorable ferrite numbers and to be less likely to have cracking at the interface of the stainless and carbon steel.

The owner's Engineer is the individual responsible for reviewing and approving the fabricator's welding procedure specification in structural work performed in accordance with AWS D1.1. The Verification Inspector, employed by the owner, is not responsible for reviewing and approving WPSs unless that responsibility is delegated by the Engineer, but even then, the Engineer still has the obligation to "Approve" the WPSs.
