I need a recommended method to create a wick through about 40 feet of ML soil in order to meet local Health Dept. criteria for disposal of sanitary liquid waste below proposed leaching pool. Thought about small clam shell but there is limited space and I think the hole would not stand up and may collapse parking lot. The leaching pool will be approx. 10 feet away from an existing building with basement.

Can a 3 foot diameter pipe shaft be driven and then evacuated ? What construction equipment would be needed ?

Not sre what you are trying to do, but with a fine grained soul next to the shaft, there comes the question of that ML migrating into and plugging a porous material such as single sized rocks. Some form of filter should be between the two. Alternatively the shaft filling could be a well graded material, such as a mix as used for concrete which is its own filter. That may tend to filter the liquid and eventually plug anyhow.

As to equipment, there are caisson drilling rigs that can do that but likely a casing has to be used. Then pulling the casing and leaving the porous material can be done. Contact a caisson foundation contractor.
