Will a virus disable an ISDN PCI card?

I have a very strange situation on my pc that I use for CNC machining. The ISDN card, which I use to transfer machine code, suddenly stopped functioning. I replaced the modem with a new Hayes accura model which could not be installed. The drivers couldn't be installed from the cd-rom. (This is functioning properly),I then replaced the Hayes with a Dynamode equivalent modem... the same result. I have tried the usual operations performed in this type of situation... Uninstall old drivers etc. Is it possible for a virus to disable modem operation?
