The issue, in my opinion is not the CPU, but the video. The Mac mini uses integrated graphis, as I recall, whereas my MacBook Pro has a seperate GPU. I see no reason it would not run on the Mac mini, under Boot Camp, but the video is likely to be depressingly slow.
With boot camp, you essentially turn it into a Windows only box. It would be basically the same as running it on a standard 1.6GHz Core Duo (not Core 2 Duo) with integrated graphics.
