Winch/Spooler Braking Design

Hoping to get some advice or possibly even some literature on winch design.

Specifically, I'm looking into a selecting a suitable emergency braking system for a winch. In this particular application, the winch is acting as a free-wheeling spooler, with a mass in motion connected at the end of the wire.

Haven't been able to find any literature on how to effectively combine the braking torque required to bring the rotating member (the drum) and the mass on the end of the wire to a stop.

I'd greatly appreciate any pointers, many thanks.
