Wind load on a Retaining wall

I am currently working on the design of a concrete cantilever retaining wall (front facing the sea) that will hold about 3m of backfill material and a 3m concrete block wall just above it. There will be columns emerging from the retaining wall to tie the walls together at 3m span c/c.
What are your views on wind loading in this case?
If it is considered how is that load transferred to the retaining wall?
Are there options to minimise these transfers through joints and anchorage lengths of steel cause these forces over such lever arms generates bigger moments.

You should include wind load in the proper load combination from your code. Wind can cause suction on a wall, thus adding to the driving force from backfill. However, with load combination factors, the case with wind load may not govern.
 
It sounds like you have a 3m tall CMU sail over the stem of the conc retaining wall. I would dowel the CMU into the top of the wall and apply wind loads. If you want to use the intermittent (concrete??) columns, perhaps the CMU can be supported on three sides using bond beams within the CMU. Consider chlorides if this is salt water sea - other materials might be better for this wall.

Still using British Codes and will apply the load combination factors, from an analysis standpoint should I consider the effect of moment on the stem? I am trying to decrease that effect to make the structure as cost effective as possible. Thank you for the reply.

Interesting, so by dowelling the bars do I still need to consider the moment generated by the wind on the stem of the RW? Thank you for your reply.
