Wind uplift for a Polyethylene Line Sludge Lagoon

I'm working on a sludge lagoon design for a Water Treatment Facility in Ireland.

To counteract wind uplift of the liner sheet , the proposal is to use concrete/soil filled pipes as ballast.

Can anyone advise on a standard detail for this - pipe sizes, lengths, centres.
If anyone has used this method before I'd appreciate some advice.

Yes I specified the concrete filled pipes held in place with HDPE welded straps.

Thanks for the vent detail - does this present leaking problems?
