Several revisions back, API added a wind-uplift load to API-650, and has revised that and the overturn criteria several times since.
I was noticing recently that ASCE 7-16 has some wind-uplift requirements for tanks and tank roofs that are different from API-650, and that were not in ASCE 7-05 or ASCE 7-10, and also has provisions for increases due to grouped tanks.
And, those requirements potentially could require tank anchorage (and possibly increased roof strength) in a lot of cases where API-650 or other codes do not currently require anchorage.
Have other users run into this?

Would it be reasonable to use a portion of the contents to resist this uplift per the API-650 approach, even when not in the load combinations in ASCE 7?
