Wireless Residential Water Meters - is there a simple solution ?

i am working on a highrise residential project, and the owner wants to find and install remote read meters that will wirelessly transmit data from water meter installed inside a residential unit to remote read device installed in the basement.. i've been trying to locate such a system, but so far was able to find only systems that involve computers, wireless data receivers, and other stuff which is expensive and complicated...

is there a simple two-component wireless water meter/remote read system out there ?
