Woodward governor controller DEGOV model

Does anyone know where this model came from, and what each time constant represents? Looking for info on the genesis of the standard diesel generator governor controller model and it seems that the DEGOV and DEGOV1 models are the most prevalent. I would just like some background info about how the model came to be.

I'm pretty sure this came from Siemens for some interface controls they were developing. As I remember the folks at Woodward in Hoopdorf provided some help in developing the model, but don't know of any actual applications.

Had a friend who worked for Siemens some time ago, his recollection was DEGOV was a model based on a mechanical SG governor and DEGOV1 was based on an EPG Electric governor.
