Worksheet Change Event will not fire off!

I made a post in the Programming Engineering Languages Forum originally because I didn't know there was a VBA forum.

It is code I wrote in Visual Studio. It handles Siemens NX remotely but I don't think NX is (or the NX API NXOpen) the cause of the problem. However I could be wrong.
The problem is the worksheet change event will not fire off when I click a cell inside the worksheet.

I plan on compiling it into a console application (64 bit).

I think this was addressed in thread227-401614.

Is there anything else that is an issue?
