Would QW-403.6 apply for fillets <16mm on a large groove weld PQR?

Hi all, this is my first post and set of questions here.

I have a PQR and WPS for a large thickness groove weld produced by the FCAW process that meets most requirements for that material's charpy impact minima.

I'd like to use it for a job where the groove welds in the production parts are above 16mm, so no problems there.

Now, this production part also has a requirement for impacts which the PQR's lab results are met.

However, there are also some pieces of plate in this construction that are between 5mm and 15mm in thickness that will require fillet welding.

Reading ASME IX, section QW-451, all fillet sizes are qualified by groove welds.

However, under the supplementary variables for FCAW, I've got the clauses from QW-403.6 waiving at me.

The PQR test coupon did not undergo a Post Weld Heat Treatment.

QW-403.6 essentially says that in this case, with impacts as a requirement, I have a minimum base metal thickness qualification of 16mm. This would be be understandable if I had a smaller sized plate to weld - no dice.

But for the fillet welds on material less than 16mm, Section QW-451 says I'm good to go.

A customer specification is ambigious (just has an impact requirement) and doesn't cover this situation.

So, am I in the clear for the small plate fillet welds (other than perhaps writing another WPS just for the fillets) or must I do something else to qualify the fillet welding on the smaller thicknesses of plate?

If I have to do something else, is there any way to avoid doing another PQR? For example, could supplementary sub-sized impacts on a groove welded plate of smaller thickness and the same grade work?

Does some rule in the ASME construction rules come into force or could it all be up to the mercies of the customer?

Help me, en-tips, you're my only hope!

Is/are your production part(s) going to receive PWHT? If so, you need a PWHT PQR/WPS.

If no PWHT, your PQR/WPS is satisfactory.
 
Yeah, there's no PWHT on the test coupon or the production part, either.

In my opinion, your Procedure Qualification Record in a but joint qualifies all Filet welds as stated by Table QW-451.4 .
See in QW-451.4 "Type and Number of Tests Required" .
Particularly read paragraph QW-202.2 > (c) .

Also keep QW 401.3 in mind. If you customer insists that you qualify the thinner material you do not need to do a complete procedure. You only need to do coupon with the same settings and send it for impacts. We use this for many procedures when the customer wants impact results at different temperatures or thickness. You cannot change your heat input as recorded on the original procedure or any other variable.
