WPS for EN material

Do we have to put P number when we prepare and qualify a WPS for an EN standard material to ASME IX?
For example EN 10025 S235JR.

This material has no P-number or S-number, so it is not permitted to be welded under ASME B&PV Code, unless it is approved in a Code Case.

According to ASME IX you should specify chemical composition and mechanical properties i.s.o. a P number when using an unasigned material.The PQR would than only be valid for this material.But I know that in Europe it is quit common specify P#1 for S235JR.
