WPS/PQR for water backing application

If there is water backing in the real application for an overlay work, do I need to consider the water backing when I qualify the welding procedure on my PQR coupon?

Yes. The welding procedure qualification test should duplicate the joint configuration to be used in produciton. Since water will be present on the backside of the weld joint this must be considered.
 
It would be equivalent to in-service welding onto a water pipeline. It is specialised form of welding. PQR needs to be carefully designed. Generally, high hardness is the key hurdle.
