2-wqt not need third party?

As always, it depends.

Client specs may set additional, more stringent requirements to ASME IX.
If the PED applies, than dekdee his answer is incorrect.

I was not going to waste any more time than necessary on such a basic question.
The question was related to the wording of "organisation" in ASME IX - nothing at all to do with the PED.(or client specifications)
