Then you can use Insert - Curve – Text and set the Type to On Curve.
If you are looking to create a “note” on a curve then you will need a UG open program to do that. There is a GRIP program available in the international GRIP library at the plm world website.
Note an arc is by definition planar so the text will line in the plane of the arc. If you want to wrap planar text around a cylinder or cone then try Insert>Curve from Curves>Wrap/Unwrap.
