X AND Y SKEW PLUS SELECTION APERTURE OFFSET

I am having a repeated problem with the x and y scale being skewed in my drawing plus my selection aperture is offset from where I am selecting. This goes away temporarily on restart but quickly comes back. Does this sound familiar to anyone?

Your template drawing acad.dwg may need to be reset. Open a new drawing, fix the problems, then save it as acad.dwg, first finding and then overwriting the offending drawing.
