X1 vs X2 Safety Capacitor

Can I use metallized polypropylene X2 capacitor as an alternate for an X1 cap? or vice versa? What is the difference between the two?

Please help.

You should not substitute an X1 capacitor
with an X2 rated part (assuming the application
really needs an X1 part in the first place.)

X1 capacitors have increased surge voltage
strength over an X2 rated part.
