Yield strength falure to high steel reinforcements

Dear Sir/Madam
We have carried out some tests on high yield steel bars of different sizes.These tests are yield strength,tensile strength,elongation,bend and rebend.But it failed the yield strength.Does this have a detrimental effect to reject the whole bath?
Please assist.

I would presume that failed in the context of your question implies that the bars did not meet the specified minimum yield strength requirements despite meeting the other mechanical property requirements. If so, this batch of bars should be rejected. Accepting bars that do not meet the minimum yield strength requirements will result in exposure to product failure in service.
 
Before you reject them all you need to evaluate the testing. Did they fail by much? Was the tensile test done the same way? (sample size, sample preperation, test speed)
That said, I am inclined to reject them. Make the supplier prove that they are good.
