New Seismic Moment Frame Joint in steel magazine

My boss has a question:

The new seismic moment frame joint found in July Modern Steel Construction and revisited in Sept. 2004 issue consists of a friction type moment connection.

What happens to the connection if the seismic movements pass the limits of the pin-fuse joint?
