If a Procedure Qualification Test is performed and a Welding Procedure Specification is written on a 6" OD pipe coupon with a thickness of .432" can a welder test on a coupon less than 2.875" OD and/or with thicknesses under .1845" or over .864"

Your question is confusing. Are you asking the following - can a welder that conducted a procedure qualification also be qualified on the same coupon? If this is your question, the answer is YES.

Please review Section IX - the welder is qualified to weld on 2.875" and over (unlimited) pipe diameters (see QW-452.3) with the thickness range between 3/16" and 0.864". The filler metal and base metal welder performance qualification requirements would apply.

For smaller diameter pipe qualification or thicknesses less than 3/16" or greater than 0.864", a separate welder performance qualification test is required.

Does another Procedure Qualification Test need to be performed for pipe less than 2.875" OD and thicknesses over .864" for a welder to take a test out of the ranges stated above in the first question.

Can I use a monster coupon which is 2.750" OD and .675" thickness for the Procedure Qualification Test and it be ok for testing welders on the same medium to be qualified for pipe >1" OD to Unlimited and .1845" to 1.250" thickness

I have taken over as the new QA/QC manager and would like to consolidate the massive amounts of PQR's that they have on record which inturn would lower the amount of weld test that are needed.
 
I have a suggestion for you since you are now the QA/QC Manager. Purchase a copy of ASME B&PV Code, Section IX and review it. All of the information is there for you regarding procedure and welder qualification.

Section IX is not difficult - in fact you need to treat it like a cookbook. Follow the requirements in the Figures and Tables. You need to become familiar with Section IX, and reviewing it is the only way.
 
NOTE:

The number of PQR's has absolutely nothing to do with how many welder performance qualification tests are required.

Example

A wps/pqr is required for GTAW 300 Series SS and GTAW SA210 (carbon Steel) .

As a welder, I take a GTAW test using F-6 Er70S-2. I am also qualified to GTAW with ALL f-6 filler metals including 300 series SS.

Another slightly different example

We have a WPS fpr weld CS pipe/Tube/ and PLate. I take a plate test using that WPS. I am then qualified to weld using that WPS within the performance qualifcation ranges of my test.

The welder can test on any size and/or thickness!!!
but may not be able to use all your wps'es!!!

please do not mix procedures with performance,
only when the particular welder who welded the procedure
will be able to perform using the wps'es within the parameters of that procedure,
