PSV Testing Codes

I have been searching for Codes and Standards to help develop a program for testing all PSV in our plant. These would be located on pressure vessels, boilers, steam lines, compressed air lines, etc.

The following are the Codes I have seen referenced on the message boards on this page: (apologies to those who posted these references, I forgot to grab your names off the posts)
National Board RB-3500 - Inservice Testing
National Board RB-3560 - Recommendations on Testing Intervals
ASME Section VII - Recom. Care of Power Boilers
API RP-576 - Inspection of Pressure Relieving Devices
API RP-510 - Pressure Vessel Inspection Code

I was going to buy the National Board code as a reference to help in my development of a testing program. Is this the best reference to use?

Since we have PSV on equipment other than boilers, should we invest in another code as well? Section VII and VIII?

Also, as I understand it, all states except South Carolina have adopted the NBIC into law. Is that correct? So, for example, if that code states a frequency recommendation for a test, unless my state has more stringent guidelines, that would be law. Is that correct?

I would appreciate any suggestions before we start buying unnecessary codes.

I would recommend you purchase the 2004 Edition of the NBIC regarding your SV and SRV testing program. As far as a program, it could be as simple as developing an Excel spread sheet with all of the SV and SRV's identified as to their location, manufacturer, set point and relieving capacity (if applicable), and test date.

Yes, most States in the US have adopted either in whole or in part the NBIC for repairs to pressure retaining items. I would recommend you visit the NB web site to gain more information on SRV and SV testing - the National Board leads the way in this activity, and has various publications on this matter.
