Slenderness ratio for bath heaters

we are designing indirect water bath heaters to heat the well fluids from 40 Deg C to 55 deg C . The well fluids shall be heated in coils immersed in water bath. The water bath shall be heated by fuel gas. We would like to know if there is any recommended slenderness (Length /Diameter)ratio for water bath heaters.
Referenece to any standards followed in this regard may also be mentioned.
