Children's Safety Village

I have a project to design a children's safety village. It is like a miniature town. The village has 6' driving lanes, signage is miniature MUTCD, has working traffic signals and railroad crossing signals and arm. The children are instructed with audio visual aids and then they are placed in go carts and they drive this miniature town paying attention to all signs, signals, driveways, parking lots,etc. My question is does anyone know of any source of miniature signs, signal, etc, or do you have to negotiate with a manufacturer for special made items. There are a number of these villages around the US and Canada so I'm hoping some of you have worked one.
