Applying previously defined PR Connection Behavior

I have two 2D frames that I am conducting a push over analysis on. One is made up of moment connections, the other one I'm modeling as being made up of partially restrained connections. I'm basing the behavior on physical testing I performed. Thanks to WillisV, I was able to create the behavior of the pr connections in SAP by defining a link property that was multilinear plastic.

However, I am using SAP2000 Version 8, which does not have the "Assign: Joint: Panelzone" feature so that I can directly apply my link property. I attempted to apply the connection behavior by manually creating rigid offsets in my frame. These rigid beams were 12" and connected the column to the beam. I created a joint link at the joint between the rigid offset and the beam and then assigned this joint link the pr connection behavior.

My hope was to create a panelzone through the use of rigid offsets, but the results show that my pr frame is stronger than my moment frame. Is my method sound and I'm just doing it incorrectly, or is there an easier way to apply the pr connection behavior I previously defined as a link property?

Really all that the "Assign:Joint:panelzone" feature is doing is internally applying the plastic link spring between a joint at the end of a beam and a joint at the column - which happen to be in the exact same spot. I believe can mimic this behavior by initially drawing the columns and beams offset from each other, assigning the link springs between the column joints and beam joints, and then moving the beams to their final position (so that the two joints are on top of each other).
