Comm cables from outside a building

I have various cables entering a comm room of a building from outside - CATV, telephone, fiber, PLC from generator.

Which cables are bound by NEC Atricle 800 that says I must have a primary protector once I leave the RMC.

I need to transition to EMT as soon as possible to route different locations in the building.
