If you read at the end of allowable stress combinations, they do not allow for increase in allowable stress. Does this mean we cannot increase soil bearing capacity 33% due to wind or seismic load.

If I'm not mistaken, that is a question for the project Geotech. Typically, at least on the projects I have worked on, they allow an increase for such loads, but I don't think it is spelled out in ASCE 7.
