We are overlaying carbon steel material with 317L SS. Normally, when overlaying carbon steel with stainless steel, our 1st overlay pass would be with 309L. It was suggested to us that using a 1st pass of 309L-Mo would help us meet chemical analysis. (309L with controlled chemistry). Anyone have any experience with this? Is this necessary for all welding processes? (SAW, SMAW, etc.)

Also, our 1st attempt to locate 309L Mo wire was not very successful. We are told that Sandvik makes this only occasionally, and that lead times on this material are long.

Yes, this is sound advice.
 
In the USA there are numerous suppliers of ER309L-Mo; we have never had a problem obtaining the electrode.

 
Last big 317L overlay job we did the 1st pass was 309L-Mo. Seems to be a stanard ROT with 317L overlay to help with meeting chemical analysis requirements.
