Sewer flow Peak Factors

Hello all,
I am designing a pump station for a small mining housing unit with 50 plots. I am getting a peak factor of 11 using the Legg formula but this peak will last for an hour or two. I need help with calculating the AVERAGE PEAK FACTOR
