Ethanol "Sheen" in Containment Dike

Has anyone seen feedback from EPA or local DEP/DEQ organizations that address the applicability of the "oil sheen" test used for containment dike discharge (NPDES), and the fact that ethanol does not produce the "sheen"? How would an operator verify lack of ethanol product in the contained stormwater if, unlike petroleum-based, it does not produce a visible sheen to alert operator of a problem?
