That's the "view radial shortcut". Customize -> Shortcuts (tab) -> View; at this point, the view radial shortcut, the view toolbar, and the view shortcut menu will open, allowing you to customize them as you wish.

If you have the NX docs installed, take a look at the customization portion - it should help you out a bit.
