(Sxx and Ixx) or (Syy and Iyy)?

For this drawing would you use Sxx/Ixx or Syy/Iyy for calculations? The loading is shown.

Is that member a column? If it is then you use the weaker axis between x-x and z-z
If it's a beam web subject to compression then it would be y-y
 
You can use whatever you want, just be clear and consistent with your choice in your calculations.
 
What are you checking? Sx and Sy are used for flexural design. This looks like an axially loaded member. If that's the case, use Ix and Iy to determine the governing KL/r.
