Steel Deflector Design for Water Debris (Pile Cap)

Hello,

I am working on Steel Deflector design for water debris and water flow load connected to Pile cap. I am thinking to design as cantilever pole attached to cap with uniform load. It will be appreciable if you have worked on thing like this. Let me know which code provision/procedure I need to use? helpful links/pdf will be good.

Project Info:
Work is in Canada
Foundation to be designed for water debris load and max flood level.
Height of steel deflector : Min 3000 mm
Radius of steel deflector: Max 2400 mm ( Can be increased)
Loads:
!. UNFACTORED WATER FLOW LOAD= 1.2S KPA ON EXPOSED SURFACE
2. AN ADDITIONAL IMPACT LOAD DUE TO MOVING WOOD LOG:
• WOOD LOG MASS: 2000 kQ
• MOVING VELOCITY: !. 9 mis
• EQUIVALENT UNFACTORED IMPACT FORCE FH = 132 kN
• DIRECTION: ANY HORIZONTAL DIRECTION BETWEEN AN ELEVATION 5 m
ABOVE AND 3 m BELOW THE FINISHED GRADE
