Repair of Horizontal Void in ICF

The attached pictures show a void found in a 10 year old ICF basement wall. The void is almost all the way along a 16' wall, halfway up the wall, with backfill behind. We are being asked to provide a fix detail. There doesn't appear to be any deflection of the wall. Wondering if anyone has come across something like this and what the potential repairs may be.

Yikes. I'd start by stripping the finish off the wall and determining the extent of the problem. Then remove all loose concrete within the void. Clean the reinforcing of any excessive rust build up or other debris, and repair with either a low slump mix or shotcrete. Just have to make sure you develop all your reinforcing properly. The fact that the wall hasn't moved is certainly fortunate. When you're all done, apply spray foam insulation to the wall to recreate the insulation properties of the ICF, I suppose.
 
Patch work for large area is not a simple matter, and may not be durable. Shotcrete is a good idea, maybe consider to build another layer of wall with wire meshes, if space is not a problem. Shore the wall before repair.
