Column Transition Detail Query

I've attached some typical details my company uses for column transitions,

* Splice Detail Type 3 - When a column on the bottom goes from a bigger column to smaller column
* Splice Detail Type 4 - When a column on the bottom goes from a smaller column to a bigger column

My question is, for Splice Detail Type 4, we have a note on our drawing (Highlighted in Yellow), "Ties for Column Above and Below to Extend Through Transition". Is there a particular reason for this as we don't specify it for Splice Detail Type 3 (The area highlighted in blue).

Any help would be appreciated. For my own understanding, I like to understand why things are the way they are, not just look at the drawing and read off it.

I don't see a strict need for the smaller column ties to continue through the transition. I see the mechanics of the situation, envisioned in strut and tie fashion, as shown below. In both cases, the larger column stirrups would function as the ties in the system.

The one case is really just the other turned on it's head, right? What's good for the goose is good for the gander. The only thing that I can think of, and it's a reach, is that maybe the upper ties in detail four are a constructability aid? Keep long bars from waving around and getting mowed over by construction traffic?
 
As Kook said it is constructability. And like that due to the order of construction.

How exactly would you construct Splice Type 4 in the orientation shown in Splice Type 3. You would need to embed the smaller columns cage (which could be several stories in height) into the casting of the slab and the column. It just wouldn't be practical.
