CAS A23.3-19 clause 21.5.3.4 Conditions for reduced wall thickness

Limit A in Clause 21.5.3.2 and Limit B in Clause 21.5.3.3 shall not be required to apply to

a) any part of a wall that under factored vertical and lateral loads are not more than halfway from the neutral axis to the compression face of the wall section;

What does "not more than halfway from the neutral axis to the compression face of the wall section" mean? Would you draw a sketch to show the intent of the language?

I believe that it means every part of the wall except the bit which is half the depth of the neutral axis depth from the extreme compression fibre/face. So for example if the wall is 1000mm long and NA depth is 300mm under in plane moment and axial load, then whatever the provisions are referencing does not apply to the region 300mm/2 =150mm to 1000mm wall length from the extreme compression fibre/face.

Does that make sense in the context of the provisions being referenced?
