ASME VIII Div.1: Coupling UG-45

I would like to know if the Coupling accessories that are welded directly to the shell or head of a pressure vessel must comply with UG-45 or I just have to make sure that they have a thickness that is the greater of that calculated by App1-1 and that established by the UG-16 (b)?

You must satisfy UG-45. Also see UG-44: B16.11 shall be calculated as straight seamless pipe. Also see the General note in Table UG-45.

Then the interpretation VIII-1-83-217 is not valid?
