RC column ties and u bars at free edges around new openings formed through existing rc walls

Hi!

I have a question in regards to horizontal ties in an existing rc wall that is being partially demolished, effectively turning it into a column (b/d less than 4). I am concerned that the existing horizontal reinforcement is not sufficient to restrain the vertical bars from buckling, especially in the area towards the top of the drawing (see sketch below). The arrangement does not comply with the local code EN1992 (UK), but since it is an existing building (1970-80), I am being told not to worry about it and effectively think about it as a mass conc. column. Regardless, as the column compresses, and the concrete in the core pushes outwards, the reinforcement will inherently want to buckle which might cause the concrete to spall no? The column technically only carries vertical load (+ nominal moments) and the effective height is about 2.5m. 35mm cover to all reinforcement.

Any opinions on this would be appreciated.

Additionally, when creating new openings through existing rc walls, would you post fix U-bars to the free edges around the newly formed opening (both vertically either side and to underside of "lintel"/deep beam)? I am being told that this is not required structurally (only for cracking) but the code requires this to be put in.
