Footings adjacent to slopes - AASHTO 2020 Eq. 10.6.3.1.2c-1

AASHTO LRFD Bridge Design Specifications 2020 provides an equation for the nominal resistance of footings on or adjacent to slopes Eq. 10.6.3.1.2c-1. This equation uses Nc and Nγ instead of Ncm and Nγm in Eq. 10.6.3.1.2a-2 and Eq. 10.6.3.1.2a-4, and removes the Cwγ term. It appears Eq. 10.6.3.1.2c-1 was simplified to ignore shape correction factors, load inclination factors, and groundwater correction factors.

In my case I have a square footing and ground water effects. Would it still be appropriate to apply the reduction coefficient, RCBC, to the full bearing equation in Eq. 10.6.3.1.2a-1, and not the reduced form? My gut says yes, but C10.6.3.1.2c states, "Limit analysis, or equilibrium analysis, should be considered... [for] conditions not consistent with the parameters and conditions described in the reference documents." I'm wondering if they give the reduced from because they no longer feel the reduction factors are valid with ground water and shape factor effects present.
