Vertical Slots in CMU

Looking for a little assistance here.

Photo below is from a pump station interior. It's 8" CMU and drawings spec #5 @ 16" each way. Brick veneer on the outside.

I've never seen these vertical slots before. Can anyone tell me what they are or their purpose?

Link I was surprised to find this. Pretty neat.

Theres no way you can have a bar in those cells though. there should be grout @ 16. Not seeing the bond beam @ 16 either.
 
Sound attenuation. We use these SoundBlox (I think that's the correct spelling) in school gymnasiums all the time.
 
And wow, #5 @ 16 e.w. that sounds much more like a concrete wall reinforcing spec instead of a masonry wall reinforcing spec. Who puts horizontal reinforcing in their masonry at every second course?
 
For special reinforced masonry shear walls the minimum required spacing is a function of the length and height of the pier. Short pier lengths can easily require bars at 16" O.c.
