Definition of ductility for seismic event 1

Seismic load calculated from AS 1170.4 is based on a ductility factor (μ).
There is a table which gives μ values for fully ductile, moderately ductile and limited ductile frames.
But cannot see definition of ductility as it applies for moment frames and braced frames. Referring to steel structures.

I saw this for concreter structures, mentions something with regard to detailing to AS 3600 or the New Zealand standard.
