ACI restriction for bending bars from slab to bottom of footer?

I have been previously rejected by a plan reviewer for having slab steel bend to bottom of footer. They ambiguously stated that the detail violates ACI but i cannot seem to find this restriction.

In that note, how would this recessed shower detail be corrected?
