For short concrete piers for a natural gas tank, the contractor put the vertical rebars at 24" instead of 12", which exceeds the allowable code limit.
The gas tank is 10' in dia and 90' long between piers. Each pier is 12' long, 1'-4" thick, standing 5' above ground.
Even if the pier has the capacity, it does not comply with ACI 318.
How can we reasonably fix/reinforce this?
