Steels in the normalized condition have microstructures consisting of ferrite and pearlite. The amount of pearlite depends on the carbon content. In the quenched condition, the microstructure will be martensite. After tempering, the structure will be tempered martensite. ASM HANDBOOK Volume 9 Metallography and Microstructures is an excellent reference, and it has an entire section on Plate Steels, with information on ASM A 553 (9% Ni pressure vessel plate).
