h and b axis definitions of a concrete column: Eurocode2 1

The column design involves finding the 'M/bh^2*fck' which uses to find the required reinforcement, in Eurocode2.
For that the column's b & h as follows, (suppose it's bending on z-z axis, uni-axial bending)

If the same type of column has exact same moment bending over y-y axis (and uni-axial only), do we change the notation h for the b and vice-versa? or we keep the notation as it is?
Which one of the below is correct?

Yes you change it so the h and b of the section are in relation to the force being considered. Otherwise the stresses (and eventual steel area etc) will be off by a factor of h.

If there is bi-axial bending then you check for this separately.
