When a soil report mentions cohesion C, do you assume it is undrained or drained? 1

I've never read a soil report where a distinction is given between a Cu and C'. Is there some consensus that the C value they give is one or another?
(I have read many reports from Iraq and Lebanon).

I should also mention that triaxial tests are commonly not done in these countries, and C value is given most probably from experience or correlation.

You should never assume its anything. The correlation should tell you whether is c' or cu. Or the report should clearly state. Now maybe you have enough experience with your local soils that you know a c of 150kPa is too high to be c' and its more likely cu, but it doesnt sound like youre there yet.
